About The Infant Toddler Program

The Infant Toddler Program provides early intervention for children, aged birthto 3-years-old. We are a family-centered early interventionprogram with a strong family and staff partnership. It is our hope that this partnership will be formed by practicing the following:

  • Mutual respect for one another’s skills and knowledge
  • Honest and clear communication
  • Understanding and empathy
  • Mutually agreed-upon goals
  • Open sharing of information
  • Joint evaluation of progress
  • Active and ongoing participation by all involved

We are committed to giving families a variety of service options.  Our focus is on supporting and guiding family members and caregivers to be the child’s primary teacher.  Families choose services that meet the needs of their child and work best for their lifestyle and schedule.

If we are to do our best in helping you to help your child, you and your child will be the focus of our sessions together.  YOU are the expert on your child. What YOU do provides the experience and repetition that helps your child grow and develop.

What is Early Intervention?

Early intervention is a system of comprehensive services a family may need for their infant or toddler who has developmental delays and/or disabilities. It is designed to meet the individual needs of each child and family and enhance a child’s development in a variety of settings, including in their home, child care, preschool, and in their community.

As a neurodevelopmental center, Holly Ridge is certified by the State of Washington to provide a full range of early intervention services. Read a full description of the services we provide on our services page.

Every family is matched with a Family Resources Coordinator (FRC) from our early intervention team who can help find and coordinate services and provide ongoing support and resources to families as needed. If your child is eligible for early intervention at Holly Ridge, your FRC will assist you in developing a plan for your child’s services. The plan is referred to as the Individualized Family Service Plan (IFSP).

Who is Eligible for Early Intervention?

Holly Ridge Center conducts developmental evaluations to determine where your child functions in each area of development (Adaptive, Cognitive, Communication, Motor and Social).

Eligibility is based on standardized testing, parental report and clinical observation. Washington state’s eligibility requires a 25% delay (-1.50 standard deviation) in one or more area(s) of development or a diagnosis that has a high probability of resulting in a developmental delay.

What Happens after Evaluations?
If determined eligible, an Individualized Family Service Plan (IFSP) will be developed with the family. This will include:

  • Family strengths, priorities and resources
  • Goals for the child
  • Plan for services (i.e. location, frequency)
  • Funding sources for each service

The plan can be changed at anytime based on the child’s needs and the families priorities.

If your child is not eligible for services with Holly Ridge, a follow up plan will be created with recommendations. We provide developmental re-screenings/evaluations, developmental handouts and community resources. You may also consider enrolling your child in our Early Learning Center as an opportunity for your child to participate in a structured group setting with developmentally appropriate activities.

How is Early Intervention Funded?  
Holly Ridge Center utilizes a variety of funding sources to assist with covering the cost of services including Individuals with Disabilities Act (IDEA) Part C, school district contracts, public/private insurance, grants, fundraising and donations. There is a Parent Cost Participation Policy in Washington State, yet once a family consents for Holly Ridge Center to bill public and/or private insurance, your cost participation will have been met. There is a sliding fee scale for those that do not have insurance or choose not to allow Holly Ridge to bill insurance. Parents are responsible for any co-payments, co-insurances and deductibles identified by their individual insurance for billable services.

There are services that must be provided to families at no cost, these include: evaluations to determine eligibility for the Holly Ridge Infant/Toddler program, Family Resources Coordination and Individual Family Service Plan (IFSP) development.

Where are Services Provided?
Holly Ridge Center is the Local Lead agency for Kitsap and North Mason County for Washington State’s birth to three early intervention. We serve eligible families who reside in the following school districts: Bainbridge Island, Bremerton, Central Kitsap, Grapeview, North Kitsap, North Mason, and South Kitsap. If your family resides in one of these school districts or if you have questions about whether or not you live in our service area, please contact our Family Resource Coordinators at 360-373-2536.

Early Intervention Services are generally provided in the family home or in a community setting, such as a childcare center. Holly Ridge Center also has site locations throughout the community in East and West Bremerton, Poulsbo and Port Orchard. Families are key in determining their preference for service location. And, the location can change as your child grows.

How Can I Get Started?
If you have questions or concerns about your child’s development, we recommend that you talk with your child’s primary health care provider; however you do not need a doctor’s referral to initiate early intervention services. Anyone can refer a child to Holly Ridge Center’s Infant/Toddler Program.

If your child is over 35 months of age, contact your local school district Child Find to inquire about services for children age 3+.

For Children 3 to 5 years of age, contact your local school district to go through the “Child Find” process.
