Glossary of Terms
FRC- Family Resources Coordinator: Coordinates your child’s services through Holly Ridge and in the community if they have an IFSP.  They ensure that the IFSP is reviewed every 6 months and a new plan written each year until the child turns 3.  They also assist in planning for transition to the school district if your child continues to need services at that time. 

IEP- Individual Education Plan/Program:  A plan similar to an IFSP that is created for children over age 3 who continue to show significant delays in one or more area of development.  This plan includes your child’s present levels of development and how their delay affects their participation and progress in the general curriculum. 

IFSP- Individualized Family Service Plan: A comprehensive document created for children from birth to age 3 by a child’s early intervention team (parents, family resources coordinator, and involved therapists and teachers) once a child is found eligible for early intervention services.  This plan is driven by family centered outcomes (goals), and includes frequency, location and duration of services provided, funding sources, and how we will know when the outcomes have been achieved.  For more detailed information, please go to the Washington Department of Early Learning Site.

Evaluation: Procedures used in accordance with IDEA, Part C, to determine whether a child has a disability and the nature and extent of the early intervention services that the child needs. This Evaluation includes:

  1. Administering an evaluation instrument;
  2. Taking the child’s history (including interviewing the parent);
  3. Identifying the child’s level of functioning in each of the developmental areas (cognitive, physical, including vision and hearing, communication, social or emotional, and adaptive development;
  4. Gathering information from other sources such as family members, other caregivers, medical providers, social workers and educators, if necessary , to understand the full scope of the child’s unique strengths and needs;
  5. Reviewing medical, educational, or other records. 

Applied Behavior Analysis: (ABA) Design, implementation and evaluation of an environment to produce improvements in behavior.

BCBA: Board Certified Behavior Analysis, specific training and licensure to provide ABA services. 

Consent: the approval a parent gives to a program or the county, generally in writing. Consent is always voluntary and a parent may revoke it at any time.

Developmental Delay: an indication that a child has not attained the expected level of development based on the child's age. The federal government legislation entitled the Individuals with Disabilities Education Act.  Part C of IDEA is the section the sets out the regulations for children birth to age 3.

Natural Environment: settings that are natural or normal for young children without disabilities. This may include the home, a child care setting, or other community settings in which children participate

Outcomes: statements of changes that parents want to see in their child or family. These statements are part of the IFSP.

Surrogate Parent: a person who is appointed to act in place of the parent when parents are not available to participate in making decisions about their child's involvement in the Early Intervention Program. A parent may voluntarily designate a surrogate parent.

Transition: the process where the children at age 3 will move from the Early Intervention Program to the Preschool Special Education Program or other early childhood supports or services.

Multidisciplinary: The involvement of two or more disciplines or professions in the provision of integrated and coordinated services including evaluation and assessment activities, and the development of the IFSP.
